El asesinato de Rodolfo Torre Cantú en Tamaulipas confirma una vez más que el
principal logro de la transición y la democracia electoral se agotó. ¿Y ahora qué?
La democracia es rigurosa. Para funcionar apropiadamente requiere de un
mínimo de seguridad económica y física. Hace 10 años hubo alternancia en la
Presidencia y seguimos siendo un país de pobres y multimillonarios, mientras
que la violencia obnubila el entendimiento. A Torre Cantú lo ejecutaron ¿por lo
que había hecho o por lo que quería hacer? Nunca lo sabremos. En lugar de
certidumbres nos abrumarán con versiones encontradas que serán los tabiques
para edificar la capilla a la Santa Impunidad, hermanastra de la Santa Muerte.
En el 2000 creíamos que llegábamos al Olimpo de las elecciones confiables, en
el 2006 nos desengañamos y en el 2010 observamos azorados cómo los comicios
son controlados por unos cuantos. No nos engañemos. Los ciudadanos somos
comparsas de los grandes electores: las burocracias de los partidos, los
gobernadores, algunos empresarios y sindicatos, el crimen organizado. Pelean
con tanta ferocidad porque se juegan cargos, presupuestos y negocios. No hay
equidad, control sobre el dinero o certidumbre pues los órganos electorales están
sometidos o atemorizados. Y ahora vemos cómo la urna es la versión moderna de
la piedra de los sacrificios.
Toda proporción guardada, estamos de regreso a los inicios de la transición. Los
inconformes tenemos tres caminos: tomar las armas, seguir confiando en que la
redención llegará de alguna manera por medio del voto o empeñarnos en la
defensa cotidiana de los derechos en condiciones adversas. Desecho la violencia
y en las condiciones actuales seguiré anulando mi voto. Sería de masoquistas
seguir concentrándonos tanto en las elecciones cuando la democracia también se
construye de otras maneras. Nos queda el compromiso permanente.
Empecemos reescribiendo la historia. Es falso que los partidos fueran los
protagonistas de la transición. Algo hicieron, por supuesto, pero la sociedad tuvo
una participación mucho más destacada. Tanto así que los partidos pudieron
competir en las urnas después de movilizaciones sociales en las que los partidos
tuvieron una participación marginal. El movimiento del 68 y la Guerra Sucia
llevaron a la reforma de 1977, y las rebeliones zapatista y cívicas de 1994
desembocaron en la legislación de 1996. Estas reformas electorales encumbraron
y enriquecieron a los partidos que, cuando tuvieron jerarquía, se despreocuparon
por ganar la autoridad que concede la ciudadanía. Al día de hoy los partidos son
un lastre, no una vanguardia. La avanzada del futuro es la sociedad organizada
que debe repensarse, renovarse y reactivarse.
Entre sus tareas está la identificación de quienes corrompen de múltiples formas la vida pública y la
presión simultánea a los organismos encargados de tutelar derechos; estos
últimos son los aliados naturales de la ciudadanía, aunque a veces hacen lo
posible por ignorarlo.
En mi natal Jalisco hay un regidor en el ayuntamiento de Guadalajara llamado
Gamaliel Ramírez. Por patear balones de futbol quedó con un halo de celebridad,
lo cual le ha permitido ocupar diversos cargos públicos por medio de su partido,
el PRI. Por el cambalache de candidatos ahora ejerce como regidor en el
ayuntamiento de Guadalajara por el Partido Verde Ecologista de México.
Aunque el “partido” “Verde” pregona en su Declaración de Principios el “respeto
por todas las manifestaciones de la vida”, Gamaliel Ramírez condenó hace días la
marcha del orgullo gay realizada en Guadalajara porque andan “desfasados, casi
semidesnudos, porque no es la Guadalajara sidosa que queremos”.
No es la primera vez que hace una declaración homofóbica. Cuando buscaba el
voto en el 2009 descalificó a los gays tildándolos de “bola de maricones”,
“anormales” y “cosas nocivas”. El Instituto Electoral y de Participación
Ciudadana del Estado de Jalisco dejó pasar, por supuesto, esas declaraciones. Los
afectados acertaron al presentar una queja ante el Consejo Nacional para Prevenir
la Discriminación, que por el perfil de quienes lo dirigen debe sacar un
pronunciamiento claro y directo.
Hay muchas otras causas por las cuales pelear. No siempre se hará justicia pero
es una forma digna de sobrellevar la democracia fallida mientras se crean, en
algunos espacios, las condiciones para el florecimiento de elecciones limpias y
confiables. Hoy, esa vía ya se agotó.
