El próximo jueves entrará en vigor en Arizona la ley SB1070 que criminaliza en ese estado la inmigración ilegal y permite la persecución de indocumentados bajo criterios arbitrarios como el color de piel. Nada se hizo desde México para evitarlo y, al parecer, nada se está haciendo tampoco para enfrentar las consecuencias, como el regreso de paisanos a su país de origen.
¿Qué ha hecho el gobierno mexicano? Apoyar los recursos legales interpuestos contra la ley SB1070, solicitar el respaldo verbal de los demás países latinoamericanos y emitir una alerta de viaje a los connacionales en Arizona o posibles viajeros hacia allá sobre los riesgos que corren. Medidas obligadas, pero que no inciden en las causas que originaron la legislación —y que ahora se gestan en otros 18 estados del país vecino— ni en las consecuencias para nuestros connacionales, entre ellas el éxodo y la violencia.
Ya que las autoridades mexicanas no tuvieron un plan preventivo para evitar la situación en Arizona, cuando menos podrían lanzar una estrategia de respuesta. No basta la asesoría legal que están ofreciendo. Hace falta albergar a los paisanos que huyen de Arizona y ofrecerles mejores alternativas en México. Los programas que buscan hacer de los migrantes inversores en tierra mexicana son una buena idea, pero han fracasado. El gasto de aquellos sigue enfocándose sólo en el consumo de sus familias. Las remesas no están generando riqueza.
Por otro lado, si no es viable una reforma migratoria integral en el Congreso de Estados Unidos, ¿por qué no apoyar iniciativas como la de la Alianza Nacional de Comunidades Latinoamericanas y Caribeñas (NALACC, por sus siglas en inglés)?, la cual consiste en una “estrategia de bajo costo”, es decir, reformas legislativas parciales como legalizar a inmigrantes universitarios primero, o a trabajadores agrícolas cuya labor nadie más en Estados Unidos quiere tomar.
Las condenas y los discursos incendiarios son insuficientes. Se necesitan alternativas. El gobierno mexicano ha tenido tiempo de sobra para anticipar futuras leyes SB1070 y para responder a nuestros paisanos con acciones, no sólo con palmadas en la espalda.
