Es la hora de la ciudadanía. El maratón que culmina en julio de 2012 abre una
coyuntura adecuada para la aparición de un movimiento social que redefina la
relación entre élite política y sociedad, desmantele partes del andamiaje
autoritario y reduzca la corrupción e ineficiencia oficiales.
Un factor tras las victorias opositoras en las elecciones para gobernador de
Oaxaca y Puebla fue la participación de ciudadanos y organizaciones de la
sociedad civil. Después de esa experiencia en la cual Alianza Cívica participó
activamente, su actual presidente, Rogelio Gómez Hermosillo, inició la ronda de
encuentros para armar un pacto nacional de personas con organizaciones
sociales, académicas, de comunicación y ciudadanas.
Es una iniciativa promisoria porque es ya insoportable el deterioro por la falta de
cambios en beneficio de las mayorías. O la sociedad se involucra, o los partidos y
los poderes fácticos seguirán posponiendo las reformas porque ellos están
satisfechos con un orden establecido que los beneficia. Es una propuesta
oportuna, pues la sociedad organizada debe prepararse para un posible regreso
del PRI a Los Pinos. El tricolor tiene muy poca simpatía por la organización
ciudadana y hará todo lo posible por escamotearle los escasos avances logrados
en ese campo.
Lo más urgente es darle confiabilidad a las elecciones. Desde el 2006 las urnas
están atrapadas en procesos inequitativos que se mueven en tres dimensiones
paralelas: una parte de los electores puede ejercer en libertad su derecho al voto;
en las zonas pobres lo usual son las irregularidades, tan comunes en el viejo
régimen; y hay regiones cada vez más grandes en las cuales el crimen organizado
impone su ley.
Los organismos electorales son clave. La primera batalla del año 2012 se librará
en la Cámara de Diputados donde el próximo otoño se elegirá a tres nuevos
miembros del Consejo General del IFE. Si por ellos fuera se repartirían las
posiciones (el “cuotismo”) y elegirían a personajes mansos y menores con lo cual
se iniciaría una vez más el ciclo de 2006. Ante tanta irresponsabilidad, una tarea
para el posible pacto es lanzar una cruzada nacional contra el “cuotismo” en el
IFE y los organismos públicos, y proponer candidatos que combinen experiencia,
integridad individual y agenda. Para renovar las élites políticas los organismos
públicos tienen que ser dirigidos por personajes con otro tipo de valores y
trayectoria. Si al IFE llegan tres personalidades independientes y con prestigio
que arriesgar, mejoraría la confianza de los partidos y del movimiento de Andrés
Manuel López Obrador en la institución que organizará los comicios de 2012.
Sería un error del eventual pacto quedarse en lo electoral. En los tres estados
donde triunfaron las alianzas están dadas las condiciones para que una nueva
coalición social establezca otro tipo de interlocución con los gobernadores. El 14
de julio pasado Gabino Cué (Oaxaca), Rafael Moreno Valle (Puebla) y Mario
López Valdez (Sinaloa) se comprometieron a cumplir con 12 puntos . Entre ellos, la ciudadanización de los órganos
electorales, la eliminación del “cuotismo” y la transparencia. Es decir, puntos de
la agenda ciudadana. Como el prometer no empobrece, el reto es que cumplan;
un proyecto lógico sería el monitoreo permanente de su gestión para elaborar
informes periódicos sobre los avances o retrocesos en los compromisos. El
ejercicio se completaría con un seguimiento similar de lo hecho o dejado de
hacer por gobernadores priistas elegidos el mismo día.
Por la magnitud de ésos y otros temas una condición para el éxito es llegar a un
entendimiento con organizaciones y personajes de la derecha; un bocado duro de
tragar después del juego sucio de 2006. La gravedad del momento exige y
justifica un acuerdo para el establecimiento de reglas del juego aceptables para
todas las corrientes. Para darse una idea de las distorsiones de la alternancia basta
con revisar los “Veinte compromisos por la democracia” firmados en 1994 por
Cuauhtémoc Cárdenas, Luis Donaldo Colosio y Diego Fernández de Cevallos.
Por cierto, estos compromisos fueron elaborados y promovidos por un grupo tan
plural que incluía a Jorge Alcocer, Agustín Basave, Santiago Creel y José
Agustín Ortiz Pinchetti.
Es imposible saber si cuajará el pacto ciudadano, pero ante la magnitud de la
desilusión que se discuta su creación es motivo de esperanza. Es la hora de la
sociedad organizada.
