En menos de dos años, Monterrey pasó de la violencia ocasional en los barrios pobres a los narcobloqueos en toda la ciudad, las granadas contra los medios locales, los secuestros de funcionarios públicos en las puertas de sus casas.
Monterrey ha sido el principal punto de interlocución entre México y Estados Unidos, pionero de la industrialización del país, tierra de los más grandes empresarios, polo de influencia política y orgullo por la riqueza producto de su esfuerzo. Es por ello que la capital de Nuevo León es para México lo que Nueva York para Estados Unidos, Barcelona para España, Milán para Italia, Shanghai para China. Ninguno de esos países podría siquiera considerar la posibilidad de ver esas ciudades en manos del crimen organizado, tanto por el impacto económico que representaría tal tragedia como por el simbolismo que generaría: una derrota casi definitiva del Estado.
Algunas voces del sector privado exigen al gobierno federal la entrada del Ejército para restaurar el orden en la ciudad. Es verdad que las autoridades municipales y estatales han sido rebasadas. Sin embargo, sin su cooperación será imposible restablecer el orden. No bastarán los soldados ni los policías federales. De ahí que la exigencia de algunos empresarios tendría que trascender la consideración del poder de fuego y más bien enfocarse en que la estrategia aplicada en Monterrey no sea la misma que ha probado ineficacia en Chihuahua y Tamaulipas.
José Francisco Blake Mora, secretario de Gobernación, está de visita en Monterrey a nombre del presidente Calderón. Es de esperar que esta vez la intervención del gobierno federal en una ciudad en conflicto vaya más allá del incremento en la presencia policiaca y militar.
La descomposición de Nuevo León y su capital es quizá el mayor desafío que enfrentará el presidente Felipe Calderón, uno de los momentos que definirán su legado en la historia nacional.
