Se nota que es un año electoral. Las ondas radiales están llenas de anuncios políticos, hay odio en el aire, el país está dividido. En lugar de una celebración de nuestro proceso democrático, la época de elecciones se ha tornado en momento para peleas, para posturas contradictorias sobre temas, para atacar la integridad de los oponentes y arremeterla contra los más vulnerables. Es el momento del oportunismo político.
Dejándose llevar por la ventaja política que candidatos conservadores lograron en Arizona como resultado de su apoyo a la ley antiinmigrante SB 1070, candidatos Republicanos en todo el país están tratando de cosechar los beneficios políticos que creen traerá el apoyo a esa ley. Algunos incluso están proponiendo leyes similares en sus estados.
No importa que la SB 1070 no haga nada para resolver el problema de la inmigración. No importa que la ley antiinmigrante no haga nada para detener el contrabando de drogas o la trata de personas o logre que el país sea más seguro. Ahora el nuevo objetivo son los niños. Si, los bebés.
Un grupo de destacados legisladores Republicanos proponen que se deroguen partes de la enmienda 14 de la Constitución que otorga la ciudadanía a todas las personas nacidas en Estados Unidos. He escuchado algunos comentarios absurdos de destacados políticos sobre esta cuestión. El senador Lindsey Graham, quien hace sólo unos meses estaba negociando con los demócratas un proyecto de ley de reforma migratoria, dijo recientemente: “Ellos vienen aquí a parir un hijo. Dan a luz y se van. Para tener un hijo en Estados Unidos, cruzan la frontera, van a la sala de emergencias, tienen un niño y ese niño es automáticamente un ciudadano estadounidense.”
El senador Graham da por hecho que las mujeres indocumentadas que están embarazadas vienen aquí con el único propósito de dar a luz a un niño estadounidense. ¿Qué pruebas tiene el señor Graham para hacer una declaración tan genérica? “No podemos tener gente cruzando a nado el río para tener hijos aquí,” añadió. ¿Existe alguna estadística de las mujeres embarazadas que arriesgan sus vidas para dar a luz a un niño en Estados Unidos? ¿Y que tal las mujeres que llegan a Estados Unidos de diferentes partes del mundo con una visa y se quedan después de su vencimiento? ¿Se les pretende acusar también de tener lo que llaman “bebés anclas”?
Según un estudio del Centro Hispano Pew se calcula que 340,000 bebés nacidos en este país en el 2008 eran hijos de inmigrantes indocumentados. Un coautor del estudio afirma que más del 80 por ciento de esos niños nacieron de una madre que había estado en el país al menos un año.
Este odio contra los inmigrantes indocumentados está yendo demasiado lejos. Ahora no sólo se está tratando de evitar que consigan un empleo, una licencia de conducir o tengan acceso a vivienda. Ahora quieren regular las condiciones en que una familia puede procrear. ¿Cómo piensan hacer cumplir ese plan? ¿Pondrán agentes de inmigración en las salas de maternidad para asegurarse de que los padres tengan la documentación en regla? ¿Quieren convertir a las enfermeras y los médicos en agentes de inmigración como están haciendo con policias y dejar que ellos determinen si existe una “sospecha razonable” de que la madre o el padre de un bebé no tiene documentos migratorios en orden? ¿Intentan con este plan crear una nueva categoría? “Bebés indocumentados.”
Los legisladores Republicanos que están apoyando las audiencias para examinar a la enmienda 14 la cual otorga la ciudadanía a “todas las personas nacidas o naturalizadas en Estados Unidos y sometidas a la jurisdicción del mismo,” argumentan que la intención de la enmienda no era otorgar ciudadanía a hijos de inmigrantes indocumentados. Lo cierto que no había “inmigrantes indocumentados” en 1868 cuando fue ratificada la enmienda 14. A todos los inmigrantes que venían a este país se les permitió quedarse. No había leyes de inmigración. No era necesario presentar documentos o solicitar visas. La gente podía llegar en botes o cruzar la frontera a través de México o Canadá y simplemente dedicarse a sus negocios.
Eliminar los derechos de nacimiento o el establecimiento de más SB 1070s en todo el país, es politiquería en su máxima expresión. Me pregunto cuántos de esos políticos que apoyan esta ola antiinmigrante lo hacen por convicción y cuántos lo hacen para obtener beneficios políticos durante las primarias y luego de ser elegidos cambiaran de postura para tratar de atraer el voto hispano que tanto necesitaran en Noviembre.
Hacer campañas negativas y utilizar temas de gran controversia para obtener beneficios políticos no es nada nuevo, pero en estas elecciones de mitad de período se ha llegado a lo más bajo. Los candidatos le están echando leña al fuego y envenenando a la gente con un tema sobre el cual quizás no hagan nada una vez sean elegidos. Los votantes no deben dejarse manipular de esta manera. Dejen a los bebes en paz.
