Pero si creemos que al único que hay que señalar es al presidente Calderón estamos otra vez equivocados. Salvo los invitados extranjeros, todos los que estaban en el patio del edificio más importante del país son corresponsables del desastre. Incluidos los cronistas. México no es hoy sinónimo de barbarie por lo que se ha hecho o dejado de hacer en los últimos cuatro años. No nos engañemos. Aunque sí ha pesado la conciliación que Calderón no supo propiciar, construir. Pero no ha sido menos gravosa que la voracidad de los priístas, demócratas de un solo sentido, aquel que favorece su apetito; lo mismo han puesto su parte los perredistas y su vergonzante actitud, ya tradicional, de “sí estoy pero no le digan a nadie que vine”; y qué pensar de la indolencia del Poder Judicial, atildados, puntuales, lejanos ante el reclamo social; es casi contagiosa la soberbia de legisladores con cara de estar haciendo el favor con su presencia; los gobernadores, cenizos todos, ninguno con algo que presumir, ojos extraviados el de Nuevo León, incómodos varios, tiesos todos, incluidas las dos mujeres; que saquen cuentas de lo que les toca del panorama desolador los integrantes de la corte de empresarios que han sacado la mejor tajada del modelo que tiene a medio país viviendo condiciones de otro siglo; y por supuesto, corresponsables son la horda de henchidos y engolados colaboradores del habitante de Los Pinos, afectados casi todos ellos del mal que aqueja a los nuevos ricos.

Quizá el Presidente al menos sacó de ayer una lección: entregar cabezas de narcos no basta, no soluciona, ni siquiera calma. No ha podido tener más de una agenda. Ésa es la conclusión de este año. Salvo una poda administrativa, algo del Seguro Popular y el golpe a Luz y Fuerza del Centro, hubo poco que presumir. A Calderón lo juzgará la historia. Quiso invitar a los presentes a definirse, a elegir entre dos etiquetas. Una es luminosa. Otra gris. Nadie le tomó la palabra. Quizá porque un año después su arenga suena desgastada. Quizá porque también nosotros formamos parte de la impunidad cínica. E incluyo a la prensa no por un petulante dejo de falsa modestia, sino porque no me escapo del diagnóstico que hizo ayer Héctor Aguilar Camín en W Radio con Carlos Puig: “En la prensa nos dedicamos a darle servicio al México que no sirve”. Buena parte de los autores de ese país se dieron cita ayer en Palacio.

A remarkably bold charge for an active military officer. It stops just short of suggesting aiding and abetting the enemy. Yet the observation is obvious: It is surely harder to prevail in a war that hinges on the allegiance of the locals when they hear the U.S. president talk of beginning a withdrawal that will ultimately leave them to the mercies of the Taliban.

How did Obama come to this decision? “Our Afghan policy was focused as much as anything on domestic politics,” an Obama adviser told the New York Times’ Peter Baker. “He would not risk losing the moderate to centrist Democrats in the middle of health insurance reform and he viewed that legislation as the make-or-break legislation for his administration.”

If this is true, then Obama’s military leadership can only be called scandalous. During the past week, 22 Americans were killed over a four-day period in Afghanistan. This is not a place about which decisions should be made in order to placate members of Congress, pass health care and thereby maintain a president’s political standing. This is a place about which a president should make decisions to best succeed in the military mission he himself has set out.

But Obama sees his wartime duties as a threat to his domestic agenda. These wars are a distraction, unwanted interference with his true vocation — transforming America.

Such an impression could only have been reinforced when, given the opportunity in his Oval Office address this week to dispel the widespread perception in Afghanistan that America is leaving, Obama doubled down on his ambivalence. After giving a nod to the pace of troop reductions being conditions-based, he declared with his characteristic “but make no mistake” that “this transition will begin — because open-ended war serves neither our interests nor the Afghan people’s.”

These are the words of a man who wants out. Most emphatically from Iraq, where Obama has long made clear that his objective is simply ending combat operations by an arbitrary deadline — despite the fact that a new government has not been formed and all our hard-won success hangs in the balance — in order to address the more paramount concern: keeping a campaign promise. Time to “turn the page” and turn America elsewhere.

At first you’d think that turning is to Afghanistan. But Obama added nothing to his previously stated Afghan policy while emphatically reiterating July 2011 as the beginning of the end, or more diplomatically, of the “transition.”

Well then, at least you’d expect some vision of his larger foreign policy. After all, this was his first Oval Office address on the subject. What is the meaning, if any, of the Iraq and Afghan wars? And what of the clouds that are forming beyond those theaters: the drone-war escalation in Pakistan, the rise of al-Qaeda in Yemen, the danger of Somalia falling to al-Shabab, and the threat of renewed civil war in Islamist Sudan as a referendum on independence for southern Christians and animists approaches?

This was the stage for Obama to explain what follows the now-abolished Global War on Terror. Where does America stand on the spreading threats to stability, decency and U.S. interests from the Horn of Africa to the Hindu Kush?

On this, not a word. Instead, Obama made a strange and clumsy segue into a pep talk on the economy. Rebuilding it, he declared, “must be our central mission as a people, and my central responsibility as president.” This in a speech ostensibly about the two wars he is directing. He could not have made more clear where his priorities lie, and how much he sees foreign policy — war policy — as subordinate to his domestic ambitions.

Unfortunately, what for Obama is a distraction is life or death for U.S. troops now on patrol in Kandahar province. Some presidents may not like being wartime leaders. But they don’t get to decide. History does. Obama needs to accept the role. It’s not just the U.S. military, as Baker reports, that is “worried he is not fully invested in the cause.” Our allies, too, are experiencing doubt. And our enemies are drawing sustenance.

La muerte está rodeada de simbolismos. Recuerdo que hace varios años, cuando cursaba la universidad, un compañero de carrera falleció en un accidente automovilístico. Escritor empredernido, de pronto su blog se convirtió en un camposanto virtual. A través de los comentarios, muchos amigos, colegas y compañeros le escribimos anécdotas, recuerdos y eulogias. “La fama es efímera, el Internet es eterno”, reza una máxima, nunca tan certera como cuando el autor se ha ido.

De nuestra actividad en línea queda una huella, un bagaje inconsciente de momentos acumulados. El eterno deseo del ser humano de dejar un legado se satisface (aunque sea un poco, aunque sea sin querer) con nuestro contenido. Tan simple como si un lector desconoce la obra de Dehesa: basta una búsqueda en Google para reconstruir, resultado por resultado, la figura de un eminente hombre. Por mínimo que haya sido nuestro papel en este mundo (virtual), algo quedará en el caché.

Piensa por un segundo en todos los blogs, cuentas de Twitter, de Facebook, de Flickr, que han sido abandonadas por el fallecimiento de su dueño. Estos espacios, silentes como sepulcros, quedan para materializar el recuerdo de una persona en la vastedad del ciberespacio. Si las palabras se las lleva el viento, que sea el Internet quien las retenga, tanto las propias como las ajenas. ¿Que pasará con toda esa memoriabilia que dejamos atrás? Una página en blanco, un obituario abierto para consuelo de los deudos y homenaje de los caídos.

Gracias quiero dar al infinito laberinto de las causas y los efectos, fue el epitafio involuntario de Germán Dehesa. Desde este laberinto de ceros y unos viajando al infinito, le reconozco, maestro. Que sus letras, como las de tantos anónimos, encuentren casa en esta memoria colectiva interminable. Como el amigo que, año con año, entra a dejar un comentario más al blog de su hermano fallecido, que las flores nunca terminen de llegar a su última morada virtual.

It wasn’t the food; it was the entertainment. Christina Romer, chairman of President Obama‘s Council of Economic Advisers, was giving what was billed as her “valedictory” before she returns to teach at Berkeley, and she used the swan song to establish four points, each more unnerving than the last:

She had no idea how bad the economic collapse would be. She still doesn’t understand exactly why it was so bad. The response to the collapse was inadequate. And she doesn’t have much of an idea about how to fix things.

What she did have was a binder full of scary descriptions and warnings, offered with a perma-smile and singsong delivery: “Terrible recession. . . . Incredibly searing. . . . Dramatically below trend. . . . Suffering terribly. . . . Risk of making high unemployment permanent. . . . Economic nightmare.”

Anybody want dessert?

At week’s end, Romer will leave the council chairmanship after what surely has been the most dismal tenure anybody in that post has had: a loss of nearly 4 million jobs in a year and a half. That’s not Romer’s fault; the financial collapse occurred before she, and Obama, took office. But she was the president’s top economist during a time when the administration consistently underestimated the depth of the economy’s troubles – miscalculations that have caused Americans to lose faith in the president and the Democrats.

Romer had predicted that Obama’s stimulus package would keep the unemployment rate at 8 percent or less; it is now 9.5 percent. One of her bosses, Vice President Biden, told Democrats in January that “you’re going to see, come the spring, net increase in jobs every month.” The economy lost 350,000 jobs in June and July.

This is why nearly two-thirds of Americans think the country is on the wrong track – and why Obama’s efforts to highlight the end of U.S. combat in Iraq and the resumption of Middle East peace talks have little chance of piercing the gloom as voters consider handing control of Congress back to the Republicans.

Romer’s farewell luncheon had been scheduled for the club’s ballroom, but attendance was light and the event was moved to a smaller room. Romer, wearing a green suit, read brightly from her text – a delivery at odds with the dark material she was presenting. When she and her colleagues began work, she acknowledged, they did not realize “how quickly and strongly the financial crisis would affect the economy.” They “failed to anticipate just how violent the recession would be.”

Even now, Romer said, mystery persists. “To this day, economists don’t fully understand why firms cut production as much as they did or why they cut labor so much more than they normally would.” Her defense was that “almost all analysts were surprised by the violent reaction.”

That miscalculation, in turn, led to her miscalculation that the stimulus package would be enough to keep the unemployment rate from exceeding 8 percent. Without the policy, she had predicted, unemployment would soar to 9.5 percent. The plan passed, and unemployment went to 10 percent.

No wonder most Americans think the effort failed. But Romer argued, a bit too defensively, against the majority perception. “As the Council of Economic Advisers has documented in a series of reports to Congress, there is widespread agreement that the act is broadly on track,” she declared. Further, she argued, “I will never regret trying to put analysis and quantitative estimates behind our policy recommendations.”

But the problem is not that Romer did a quantitative analysis; the problem is that the quantitative analysis was wrong. Inevitably, this meant that, as she acknowledged, “the turnaround has been insufficient.”

And what to do about this? Here, Romer became uncharacteristically hesitant to make predictions. She suggested some “innovative, low-cost policies.” But the examples she cited – a “national export initiative,” new trade agreements and a “pragmatic approach to regulation” – aren’t exactly blockbusters.

“The only sure-fire ways for policymakers to substantially increase aggregate demand in the short run are for the government to spend more and tax less,” she said. But asked about the main Republican proposal, extending George W. Bush’s tax cuts for those earning more than $250,000, Romer replied that doing so would be “fiscally irresponsible.”

The truth is that the Obama administration is pretty much out of options. Any major new effort would be blocked by Republicans, who have few alternatives of their own. “What we would all love to find – the inexpensive magic bullet to our economic troubles – the truth is it almost surely doesn’t exist,” Romer admitted.

The valedictory was becoming more of an elegy. At the end of the depressing forum, the moderator read a question submitted by a member of the audience: “You seem like you’d be a lot of fun at parties. Are you?”

The economist blushed. “You’ll have to just take it for granted,” she said.

Like 8 percent unemployment.

Más allá de las experiencias propias, un estudio de la firma Xobni muestra que dos de cada tres estadounidenses y británicos revisa su correo electrónico fuera del trabajo. No sólo eso, sino que la mitad de la gente de EE.UU. también lo checa durante sus vacaciones. La causa de este comportamiento es la ansiedad que provoca el no saber si ha llegado algo importante y que requiera una respuesta inmediata.

Esta encuesta fue realizada a 2.200 estadounidenses y británicos, quienes admitieron que revisan el correo en vacaciones, fines de semana, días de asueto… ¡e incluso cuando están enfermos! De acuerdo con el estudio, revisar el correo es la primera actividad del día para uno de cada cinco estadounideses. No sólo eso, sino que la cuarta parte de los encuestados siente que no puede manejar la cantidad de mensajes que recibe durante un periodo vacacional. Me dirán que es muy sencillo quitarse la adicción sólo cerrando el correo. Bueno, los reto a que lo hagan por un par de días, y luego me dicen cómo les fue con la avalancha.

Actualmente, se ha convertido en una necesidad vital aprender a gestionar de forma correcta el correo electrónico. Sea que tengamos una o varias cuentas, sin organización es imposible sobrevivir en el mundo laboral. En estos días, herramientas como el Priority Inbox de Gmail se convierten en el mejor aliado. Y mientras no aparezca un mecanismo que sea más funcional que un e-mail, seguiremos así, leyendo a hurtadillas los mensajes del trabajo, con la esperanza de que no haya pasado nada importante mientras perdíamos el tiempo comiendo o durmiendo.

En su obra más popular, A Brief History of Time (Una Breve Historia del Tiempo), un texto de divulgación sobre el Universo y su evolución, Hawking, físico teórico reconocido internacionalmente por sus aportaciones en cuestiones de cosmología, agujeros negros y gravitación cuántica, sugería que “si llegamos a descubrir una teoría completa, sería el triunfo definitivo de la razón humana porque entonces conoceríamos la mente de Dios”. Ahora sostiene que, del mismo modo que el darwinismo eliminó la necesidad de un creador en el campo de la biología, las nuevas teorías de la física hacen redundante el papel de un creador del Universo. El último libro, escrito junto al físico estadounidense Leonard Mlodinow, saldrá a la venta el próximo 9 de septiembre, una semana antes de la visita del Papa a Reino Unido.

Los argumentos actuales de Hawking sugieren que ha roto con su visión anterior acerca de la religión, cuando sostenía que las leyes de la física significaban que sencillamente no era necesario creer que Dios hubiera intervenido en el Big Bang. Ahora destaca, por ejemplo, que el descubrimiento del primer planeta extrasolar, en 1992, ayudó a desmontar la visión de Isaac Newton de que el Universo no pudo surgir del caos sino que fue creado por Dios. Ese hallazgo “hace que las precisas condiciones de nuestro sistema planetario -el Sol único, la afortunada combinación de la distancia Sol-Tierra y la masa solar- sean mucho menos llamativas y en absoluto evidencias convincentes de que la Tierra fuera cuidadosamente diseñada para satisfacer a los seres humanos”, escriben Hawking y su colega en el nuevo libro.

El físico británico ha cumplido 68 años y padece desde hace décadas una gravísima enfermedad neurológica, esclerosis lateral amiotrófica (ELA), que paralizó su cuerpo casi por completo. Debido a una traqueotomía de urgencia que se le practicó hace unos años, perdió la capacidad de hablar y se expresa con enorme dificultad a través de un ordenador que maneja con sus ojos y un sintetizador de voz artificial.

Hawking ocupó, desde 1979 y hasta su reciente jubilación, la Cátedra Lucasiana de Matemáticas de la Universidad de Cambridge, que había sido de su histórico colega Isaac Newton.

Las aceras de la capital de Argentina albergan cada vez más personas sin techo. En 2006, sumaban 793 y en marzo de 2009, 1.400. Desde entonces, el Gobierno porteño, que encabeza el liberal Mauricio Macri, no ha vuelto a contar cuántas personas viven en la calle, pero sus funcionarios aseguran que la cifra no debe de haber variado mucho en el último año y medio.

La ONG Red Solidaria no maneja estadísticas, pero asiste a los que duermen en las calles. Manuel Lozano, de dicha organización, no advierte a primera vista un aumento de los sin techo en 2010 en la ciudad, pero sí en los municipios que la rodean, el llamado Gran Buenos Aires.

En la Casa del Pueblo de la parroquia de Santa Cruz, un hombre que duerme en los vagones del tren busca que lo ayuden a conseguir el subsidio que reparte Buenos Aires para alquilar una habitación en alguna pensión, pero aclara que lo que él más anhela es un trabajo. Elena Corral, que orienta a los sin techo para que reciban la subvención, reconoce un incremento en los últimos años de la población “en situación de calle”, que sobre todo procede del Gran Buenos Aires y se muda a la capital porque allí encuentra “más recursos para sobrevivir: puede cartonear [recolectar residuos para revenderlos como chatarra], pedir en los comercios, ir a comedores o dormir en paradores”. La trabajadora social señala que cada vez más familias enteras, y no solo adultos, acaban en la calle porque “se van cayendo del sistema: no tienen ni para alquilar una habitación, tomaron un terreno, pero las desalojaron, o no encontraron tierras libres en las villas miseria [barrios chabolistas]“.

Corral atribuye el aumento de la marginación a la inestabilidad laboral. En el segundo trimestre de 2010, el paro en Argentina bajó al 7,9%, respecto del 10,4% de cuatro años antes, según las cuestionadas estadísticas oficiales. Sin embargo, la pobreza aún afecta al 24,1% de sus habitantes, según el Centro de Investigación y Formación de la Central de Trabajadores Argentinos (CTA). Se trata de una cifra bastante inferior al 31,4% de 2006, pero apenas menor que la de 2007, cuando la tasa de inflación comenzó a oscilar entre el 10% y el 25% anual.

Unos 3,8 millones de hijos de parados o de trabajadores informales (que suponen un 35% del total) comenzaron a percibir en diciembre pasado una subvención que, como contrapartida, los obliga a ir a la escuela y a someterse a controles médicos periódicos. Los niños de familias que viven en la calle también la reciben, pero no les es fácil asistir a clase. También les resulta difícil a los adultos sin techo buscar empleo porque a veces carecen de DNI, no pueden informar de un domicilio o precisan asearse y vestirse mejor. Pasan los años y la situación de calle se torna crónica.

“Hay poca respuesta del Gobierno porteño, que se manifiesta superado por la situación”, critica Corral. “Da subsidios para alquilar una habitación seis meses. Cuando a la gente se le acaba, las trabajadoras sociales les hacemos un informe social para que se los renueven, pero para eso tiene que tratarse de una familia en riesgo. A veces, el Gobierno responde que el presupuesto no alcanza y entonces vamos a la justicia a presentar un recurso de amparo”. En agosto, una juez ordenó a Buenos Aires que proporcionara alojamiento a tres indigentes.

El Gobierno de Macri, uno de los aspirantes a la presidencia argentina en 2011, elevó la cantidad de subsidios para alquileres —que consisten en 1.380 euros anuales— de 7.000 en 2008 a 8.030 en 2009. Sin embargo, el gasto en viviendas ha caído el 35,4% en los primeros seis meses de 2010, respecto del mismo periodo de 2009, y solo se ha ejecutado el 13,8% de lo previsto en el año, según la Asociación Argentina de Presupuesto (ASAP). El informe de ASAP advierte además de que las subvenciones que reparte el Ministerio de Desarrollo Social de Buenos Aires también mostraron un “bajo nivel de ejecución”: un 33,3% cuando ya debiera haberse acercado a la mitad.

Los problemas de Macri no acaban ahí. Ha sido imputado en un caso de presunto espionaje, que él atribuye a un montaje de los Kirchner. También se enfrenta a una protesta de estudiantes de secundaria que han tomado desde hace dos semanas una veintena de escuelas porque el alcalde solo ha ejecutado el 7,4% del presupuesto anual para repararlas y mantenerlas.

Tampoco los problemas acaban con Macri. Uno de los motivos del aumento de la población sin techo se explica por el incremento de los desalojos por orden judicial que ocurren en toda Argentina.

Hace un año, una misión del Grupo Internacional Consultor sobre Desalojos Forzosos, que trabaja con la ONU Hábitat, verificó casos en Buenos Aires y las provincias patagónicas de Río Negro y Tierra del Fuego. En marzo pasado, el Comité para la Eliminación de la Discriminación Racial de la ONU pidió a Argentina que cesara la expulsión de indígenas de sus tierras.

En la normalidad democrática, disentir es un lugar común. Habitualmente ocurre en el marco del diálogo y el mutuo respeto. En el Parlamento británico, por ejemplo, es una suerte de divertimento, no de agravio. Para algunas mentes mordaces, disentir es un placer; otras, más ingeniosas, lo convierten en arte y gozan, por ello, de admiración y respeto de los demás.

Lo anterior viene a colación porque, al parecer, en el México libre y democrático que tenemos todavía hay quienes no han aprendido a disentir. El fallo de la Suprema Corte de Justicia de la Nación respecto de los derechos matrimoniales y de adopción en parejas del mismo sexo suscitó, como era de esperarse, reacciones diversas propias de una sociedad plural. Se puede o no estar de acuerdo con la decisión de la Corte.

En lugar de disentir, como era su derecho, el cardenal de Guadalajara lanzó agravios y acusaciones —sin mostrar pruebas— contra los ministros de la Suprema Corte y el jefe de Gobierno de la ciudad de México, creando un revuelo innecesario en un país al que le sobran problemas. Tan fácil como digno habría sido simplemente disentir, con la mayor energía si se quiere, pero también con el respeto que corresponde a su investidura eclesiástica. “Si amas solamente a los que te aman, ¿qué haces de especial?…” (Lucas 12,49). Ya sabemos además que de poco sirve aquello de mandar al diablo a las instituciones: el ángel caído por excelencia no parece estar interesado en ellas. A ver cómo se resuelve ahora el embrollo que ya llegó a los tribunales.

Aprender a disentir y aprender a vivir en un Estado laico, que en consecuencia emite leyes para todos los ciudadanos, sin distinción de credos o ideologías, es una tarea en la que debiéramos aplicarnos todos, sin excepción. Así sí contribuiríamos a la unidad nacional, con mejores ejemplos y menos exhortos que, con tanta frecuencia, se tornan en frases huecas.

Vivir en una sociedad laica significa que a nadie se le puede impedir practicar una religión, del mismo modo en que tampoco se le puede imponer alguna. El Estado laico es el que nos protege de los fundamentalismos y permite que se legisle sobre temas tales como: la igualdad de género, el divorcio, el matrimonio entre personas del mismo sexo, la interrupción del embarazo en ciertas circunstancias y la muerte con dignidad, por mencionar algunos que son ciertamente controvertidos, pero que precisamente por ello exigen de la sociedad mejores criterios, legalmente definidos, sustentados en una ética laica que a nadie impida actuar conforme a su conciencia. El artículo 18 de la Declaración Universal de los Derechos Humanos dice a la letra: “Toda persona tiene derecho a la libertad de pensamiento, de conciencia y de religión”. Quién si no el Estado laico para garantizar tales derechos.

Laicismo, democracia y derecho a disentir van de la mano. En los estados totalitarios, con frecuencia fundamentalistas, está prohibido disentir. Por eso hay que disentir y aprender a disentir responsable, respetuosa y, cuando se pueda —¿por qué no?— hasta afectuosamente. Disiente el que tiene una buena razón para ello. Descalifica, vocifera, quien carece de ella.

Hoy inicia el nuevo periodo de sesiones del Congreso mexicano. Si nuestros representantes populares muestran que saben disentir será más fácil que logren algunos de los acuerdos que tanto le urgen a México. Aunque parezca paradójico, ahí donde se sabe disentir hay más convivencia, se escucha con respeto la voz de las minorías, hay menos riesgo de violencia y se frenan las ansias hegemónicas, tan propias del poder político.

Bien lo decía Thomas Jefferson, liberal, defensor del derecho natural de las personas y de la tolerancia religiosa, promotor de la educación pública igualitaria y de la Declaración de Independencia de los Estados Unidos: disentir es “el alma de la democracia”.

The reduction came primarily from decreases among illegal immigrants from Latin American countries other than Mexico, the report found. The number of Mexicans living in the United States without immigration status did not change significantly from 2007 to 2009. Some 7 million Mexicans make up about 60 percent of all illegal immigrants, still by far the largest national group, the Pew Center said.

The report is based on census data from March 2009, the most recent census sample that is detailed enough for Pew demographers to estimate the statistically elusive population of illegal immigrants. The figures show that more than a year of recession in the American economy, coupled with intensifying immigration enforcement at the Southwest border and in workplaces around the country, brought a reduction of at least 900,000 illegal immigrants.

But the figure that may be most sobering to all sides in the increasingly contentious immigration debate is the estimate that more than 11 million illegal immigrants remain here. The Pew report shows that despite myriad pressures, there was no mass exodus of those immigrants to their home countries, especially not to Mexico.

Instead, the report confirms earlier findings by American and Mexican demographers that the flow of Mexicans coming in to the United States illegally to look for work had slowed sharply.

While the hottest immigration debate has taken place in Arizona over the last two years, that was not the state with the largest decrease in illegal immigrants from 2007 to 2009, according to the Pew report.

Florida, Virginia and Nevada showed the steepest declines — three states that saw booms followed by busts in home construction, an industry that attracts illegal immigrant workers.

The Pew Hispanic Center is a nonpartisan research organization in Washington that does not advocate political positions on immigration. The report was written by Jeffrey S. Passel, senior demographer, and D’Vera Cohn, senior writer at the center. It does not try to weigh the respective roles of immigration enforcement and of economic factors like high unemployment in the falling numbers of unauthorized immigrants — the term the report uses for foreign-born residents who do not have some form of legal immigration status.

The Pew report covers the first year and a half of the Great Recession, which economists say began in late 2007. It also covers a period of intensified immigration enforcement operations, which were initiated by the Bush administration and have continued, with some different tactics, under President Obama.

Other researchers said the Pew figures on illegal immigrants were consistent with estimates by the Department of Homeland Security, with previously reported trends in census data and with figures from the Mexican census agency. Pia M. Orrenius, senior economist at the Federal Reserve Bank of Dallas, said that Mexican census data showed a 67 percent decline in the outflow of migrants from 2006 to 2009, while showing no great increase in Mexicans returning home.

“They are settled here,” Ms. Orrenius said. “It is going to take more than a business cycle for them to move back to Mexico.”

She also said that federal enforcement had been concentrated at the border. “Our enforcement policies are targeted toward stopping inflows,” Ms. Orrenius said.

The illegal immigrant population, after growing rapidly for years, has fallen to 2005 levels, according to the Pew report. In 2000, there were 8.4 million illegal immigrants in the country. In 2009, about 28 percent of 39.4 million foreign-born people in the United States were illegal immigrants, according to the Pew report; the rest were legal immigrants and naturalized citizens.

The Pew report does not explain why the numbers of immigrants from Central and South America and the Caribbean fell more sharply, but it finds that immigrants who are returning to those countries “may have increased.” Demographers said those migrants were more likely to be first generation, with less money, thinner support networks in this country, and far less experience than Mexicans have with the increasingly perilous illegal border crossing.

It was all revival meeting, no political fireworks. The news reports accurately likened the atmosphere to that of a church picnic — and no reporter wants to write about a church picnic.

But then I realized: The abundance of religiosity was the news. Beck is offering — and whatever the precise crowd count on Saturday, a whole lot of people seemed to be buying — a new form of fusion politics, melding the anti-government, anti-spending, anti-tax fervor of the Tea Party with the faith-based agenda of the religious right.

“America today begins to turn back to God,” Beck proclaimed. On stage, he had assembled a “Black Robe Regiment” of religious leaders, modeled on a group of colonist-backing pastors during the Revolutionary War.

For decades, the conservative movement has struggled to manage tensions between fiscal and social conservatives. There is an overlap between the two camps, but the libertarian urges of the fiscal conservatives also tend to rub against the antiabortion and, more recently, anti-gay-rights positions of the social conservatives. The successful Republican politician — Ronald Reagan, most prominently — is the one who manages to minimize that friction and get the two wings to work in unison.

The Tea Partyers are not synonymous with the Republican Party, but they have reflected the fiscal conservative strain of the GOP. It has not been clear whether, or how, the Tea Party would seek to accommodate the religious aspect of the conservative movement.

Beck’s “Restoring Honor” rally illustrated one potential route. His is not Moral Majority religious conservatism, with opposition to abortion as a litmus test of political bona fides. Indeed, a few weeks back, Beck expressed the heretical view that same-sex marriage was not a threat to the country.

Rather than fire-and-brimstone, Beck offered up more of a soft-focus religion, divorced from specific points of doctrine. This was new-agey spirituality as self-help, fortified by a hefty dose of patriotism garbed in religious imagery.

There is every reason to think this is the thinnest veneer of tolerance: Fresh from the rally, Beck was back to dismissing President Obama’s religious views. “People aren’t recognizing his version of Christianity,” Beck told Fox News’ Chris Wallace on Sunday. This would be insulting from any leader, but it is particularly audacious coming from Beck, whose own faith — Mormonism — is viewed as a cult by some Christian leaders.

But among those in Saturday’s throng, the linkage between faith and libertarian-leaning politics seemed obvious.

“We’ve lost our morality. The country is headed in the wrong direction by removing God from everything,” said Bob Erdt, a retired Ford engineer from Michigan, explaining his participation. Then, Erdt shifted seamlessly to the fiscal side. “We’re spending way too much money that we don’t have,” he said. “Anybody with any common sense or honor or morality knows we can’t be spending like this and not bringing the country to ruin.”

Asked what had inspired her to fly to the capital from Colorado, Andrea Carrasco started with God and ended with light bulbs.

She came, Carrasco said, to “ask God to restore the country. Our freedom is lost. My freedoms are lost. To be able to preach anywhere we want, to have God in our schools, to drive any kind of car we want and if I want to drive a gas guzzler, I can, if I want to eat a lot of sugar and salt, and I shouldn’t be forced to buy medical care.”

Carrasco paused, but only briefly. “To be able to burn the kind of light bulb I want,” she added. “The list goes on.”

It’s too early to know whether Beck’s bridge between social and fiscal conservatism is sturdy enough to withstand the conflicting pulls. Already there is edginess among traditional leaders of the religious right about Beck’s bona fides.

Another question is whether the linkage between the two wings risks limiting the Tea Party’s appeal to independent voters worried about the deficit but at risk of being turned off by overt religiosity or hard-line social conservatism.

Beck’s brand of messianic politics feels creepy to me — but it is clearly compelling to thousands. Make that hundreds of thousands. This was one church picnic worth covering.
